KESELARASAN KEBIJAKAN BERBASIS DATA MAKRO DAN KEBUTUHAN RIIL KELOMPOK TANI: STUDI KASUS KETAHANAN PANGAN DI KABUPATEN KOLAKA UTARA

Abstrak

This study aims to analyze the alignment between macro-based data policies and the real needs of farmer groups in food security in North Kolaka Regency. The study uses a qualitative approach with a case study design, collecting data through in-depth interviews, observations, and document analysis involving the Food Security Office, the Office of Food Crops and Horticulture, Field Agricultural Extension Officers (PPLs), the heads of farmer groups, and Women's Farmer Groups. This allows for an in-depth analysis of food security policies based on macro data and the actual needs of farmer groups in North Kolaka. This approach also highlights the misalignment between macro data-based planning and the real needs of farmer groups in North Kolaka. PPH, FSVA, and Price Panel data determine target locations, but they are not yet able to map out precise interventions. The P2L Program and Food Insecurity Handling Program have less economic impact in a relatively short time, unlike the successful red onion program that boosted production through quick financial incentives. Future planning must integrate macro data with the real, participatory needs of farmer groups. This study contributes by offering a framework for integrating macro data with collaborative and participatory approaches with farmer groups to address the biases of centralized planning in regional food security policies.
